No it certainly did not, the first was shot on 480p digital not because they wanted to achieve these visuals, but because of the novelty of digital cameras and the need to set their gear up very quickly in London, where they had very little time to shoot in empty streets. The first looks blurry because of the 480p upscale to modern 1080p, but at the time, DVDs were recorded at 480p anyway, so it couldn't be that.
It wasn't meant to look like lost footage, this is pure cope, Danny Boyle himself denied this.
