to enlist the blacks they would have also had to promise freedom, or else they'd just defect to the union
the civil war started because of slavery and obviously the south desperately wanted to preserve it, and later efforts to enlist blacks were also geared towards balancing out the necessity for more manpower with the desire to preserve white supremacy, and still faced severe pushback from the legislature
