The Black Arms are mostly non conscious on their own and share some of it with Black Doom. They are also cultivated in pod like devices (see the black comet levels in Shth)
Shadow feels the doom power fragments "calling him". Shadow's doom power fragments were made using the same "black arms dna" that was used to create Shadow himself. He does not feel "being called" when around any of the black arms, but he can sense their presence. the doom powers however are puzzle pieces of the same mold that was made to make Shadow.

and "feels complete" once he gets them all.
Shadow was always meant to gain his powers as Black Doom's loyal servant and possible self insert. just like the rest of the black arms

Those doom powers should make a come back in a nearby future. even if for a brief moment. As if they did not get completely erased, but are lurking there in a weakened form. something like Doctor Magneto getting injected with the "cure" in X-Men: The Last Stand. but his powers were not completely gone and were only recharging / fluctuating when the plot requires them to come out.
