Palpatine/Dooku created the clones and the Senate legalized and authorized their use. Jedi had literally no say in the matter. Palpatine and the Senate conscripted the Jedi into the military and assigned them as generals. Jedi cared about their troops, recognized their humanity, and never wasted their lives needlessly. Jedi were good leaders, and clones likewise respected them and relied on them.
