Raidou XL can't send his (or her?) body back in time, but can send his spirit. His spirit possesses Kaya, who I think is just "spiritually sensitive", to have a physical body. The Center sends the robot Rasputin back after him as a "time cop", apparently sending robots is doable but not organic matter.

The Super Soldier project was originally Munekata's idea, to be used in the war in China presumably. Sukuna-Hikona possessed Munekata and transformed it into the Soulless God project that would be used to destroy Tokyo. Now why did XL like that idea and support it? Basically he figured if Tokyo is destroyed RIGHT NOW, Tokyo can never become Tokyo Millennium. Maybe something else would happen, but not the same way. He just wanted to divert history and went big rather than relying on Butterfly Effect. Maybe he wanted to make sure whatever he did was big enough that the Center couldn't undo his actions. I would also look sympathetically at him as a figure who was born in a place called "Tokyo" he hated more than anything else and wanted it wiped off the face of history.

Anyway it's kind of a silly afterthought twist Kaneko seems to have added as fanservice for longtime fans. The plot would work just as well if Sukuna-Hikona was the main villain, but adding a tragic antihero who just wants to stop SMT1/2 from happening makes the ending a lot more memorable, even if he's kind of a retard.

I used to have a bunch of cool XL fanart but it seems lost to time now. Oh well.
