I'm not one to proudly suggest that Gaslight District is "Hazbin Hotel done right" but I will say that GD does a much more interesting version of hell than the show that is supposed to be all about hell.

There's a reason there's phrases like "War is Hell" and such. Because hell is supposed to be horrifying. It's not enough to have one song and angels purging everyone to meet that expectation of hell. It's entire realm is supposed to be a punishment for sinners. Not some place where the worst people can be quirky and gay and occasionally there's carnivores. There is ironically just as much law in hell as there is in Heaven which is antithetical to the idea of a plane of damnation. Especially when the daughter of Lucifer can just leave and hang with angels if she gets a pass.

GD feels awful. Death is not the end. That's fucking dumb. There's fates shown in the first episode that will make death feel like a mercy. In a world this chaotic, of course having your original limbs is akin to virginity. You're living in an anarchy filled world where might is right and the lawful enforcers of heaven are just as terrifying. THIS is utilizing the setting to push the desperation and insanity.

Hazbin Hotel could be a story about an island of prisoners and not much would change. Why have the setting in hell if you're not going to push those themes?

Because you want to challenge the idea of what hell could be. Sure. That's less interesting. I still enjoyed Hazbin but I think Gaslight is using it's twisted purgatory like setting more to it's advantage.
