I think the final battles of Octopath Traveler 1 and 2 are a fairly good example of how Kefka's fight could have been made more difficult, in spite of the different mechanics. Pretty sure they were both more or less inspired by his multi-stage tower fight anyway

The problem with making Kefka's final battle really hard is it would force players to have to use at least twelve(or was it 16?) characters and they'd all have to be really strong and geared up. Most people would have hated that, it's enough you're forced to use multiple parties beforehand
