Yeah Pokemon that appear to be wearing clothes are a bit weird, since iirc Pokemon confirmed that no Pokemon actually wear clothes and are rather just part of their bodies (anyone can feel free to correct me if I'm wrong). I'd like to think in Hitmontop's case he has sleek blue fur/skin (since its pokedex entry states its horn is made of the same material as its fur), but then with Pokemon like Jynx and Chan like you mentioned it gets a bit harder to tell.
