When in doubt, make things as generic as possible, break things down into identical modules with only minor variations (i.e. the decider block in the pic).
Then see if you can generalize it further through the use of Each wildcards, using in-channel summation (i.e. inverting hub content and just plugging it into the circuit, letting the desired thresholds get cancelled out outside a combinator).
If all else fails, start fiddling with it to see what happens if you do X. Have a power pole handy to see the content of the circuit.
Don't be afraid to overbuild to do things step-by-step. Compacting it all up from a prototype to workable circuit will be a good exercise.
