You can still vote for it.
Despite not living at some town farther away in my country, if there is a petition on fixing/building a bridge to make travel safer for people, I happily vote for it and even throw a small donation if I can.
It is nice to help people and advocate for stuff that is useful for others. Same reason why you take back your shopping cart or move a larger stone from the to the ditch so nobody hits it with their bike/wheelchair or generally trip on it.

You can do stuff that helps others even if it doesn't affect you right now. Do the right thing.
