For example, Norway exports 1/3rd as much oil with 1/30th the population. Which means Norway exports 10x more oil per-capita than Russia.

Moreover, Norway's oil export receipts about half of Russia's because Norway has more lucrative markets to sell to. So Norway has 15x more per-capita oil revenue.
