Imagine there was some masked guy who went around beating and tying up anyone he deemed a criminal. He doesn't gather evidence or witness statements, he will never appear in court to testify, he's not recognizable as being a part of any agency or organization. He just runs around town waiting for something he views as a crime to happen until he swoops in and hits the shoplifter running out of the wal mart over the head with a bat and ties him up to a nearby lamp post. What if his attack tore the retina of that person? What if he hit them in such a way he caused a seizure or brain damage? Doesn't matter to him, he's just off to vigilante the next one and we'll never be able to hold him accountable because he hides his identity.

Now imagine if there were other people like him but they were openly and proudly committing crimes in masks. Like robbing a bank with grenades and flamethrowers, and the masked vigilante shows up to stop them with his own weapons and they have a firefight up and down the block with people's cars getting shot up and grenades going through shop windows and businesses being burnt down with flame throwers while they fight it out.

That's what Spiderman (and all super "heroes") are. They're unaccountable vigilantes acting as extrajudicial tyrants. J Jonah Jameson did nothing wrong.
