It's not supposed to be a old school hardcore FPS it's literally just meant to be a streamlined Far Cry and justifies it with the MC being a supersoldier augmented with cybernetics and being 80s sci-fi schlock de-emphasizing stealth mechanics. It's short because it's literally an expansion DLC for Far Cry 3.
This would be a far more relevant criticism leveled at shit like Duke Nukem Forever or Matt Hazard or Bulletstorm or even Doom 16/Eternal which seemed to think the only part of old shooters people remembered were being crass and violent instead of actual game design. Mind you, remember DNF launched with a Halo-style two weapon limit that only got patched up to 4.
