Oddly enough, they reused this map scheme on Kepler in one of the side quests explaining that the Nine have two factions, inner and outer orbits. Lodi actualy speaks in a heavily accented Russian when you start the quest, saying "hey, this map is in Russian, but where is Pluto?"
