Here's why the idea of Space Marines being "just" 7 feet tall doesn't quite work with the Immaterium-sized population:

Real-world Rarity: On our Earth today, with roughly 8 billion people, there are already about 4,000 individuals who are 7 feet tall or more, without any genetic modification. This is a ratio of roughly one 7-footer for every 2 million people.

Terra's Population Problem: Now, let's port that ratio to Holy Terra in 40K, a world estimated to house at least 10 quadrillion people. If that ratio holds, Terra alone would be home to a staggering 5 trillion individuals who are 7 feet tall or more. That's just one planet!

Space Marines vs. Tall Humans: Consider the entire Adeptus Astartes. Even with the most generous estimates of 1,000 Chapters, each with 1,000 Space Marines, the total number of Space Marines in the galaxy is only 1 million.

This means there are 5 million times more random, non-gene-engineered humans over 7 feet tall on Terra alone than there are Space Marines in the entire Imperium!

If Space Marines were merely 7 feet tall, they wouldn't be awe-inspiring supersoldiers. They'd be statistically insignificant. You could reliably find a million 8-foot-tall normal humans for each and every single individual Space Marine, just on Terra.

In a setting with millions of worlds, a Space Marine would be about as remarkable as a random police officer. Their imposing presence and perceived rarity would be completely undermined by the sheer number of naturally enormous humans.

Also, that would mean that Space Marines are chosen in infancy in the lowest tiers of humans genetics if they are only 7ft AFTER undergoing the transformation.
