I would at least argue for Celine getting Celica on 5 because you don't have the arena yet and because she had Celica on 4, she likely has MAG+3 and Resonance unlocked, which is a huge boost, and enables her to do pic related. As for Framme, I honestly don't consider giving her combat options early that beneficial because of how valuable Chain Guard is during those maps. Between that and staffing, there isn't much room for offense.
