While you're right to an extent, dash dancing has a trade-off: it's more difficult to shield and perfect shield and to precisely space your options when you're dash dancing. Also, dash dancing while waiting for your opponent to throw out an option gives them stage control. If your opponent doesn't get annoyed, all you're doing is backing yourself into a corner where you're likely to get caught trying to double jump out or something.
I only have a Rivals 2 example on hand, but Ranno's fstrong is an example of a move that's much easier to consistently space if you're not dash dancing, especially since it has significant enough start-up that spacing or timing it poorly just gets it shielded and punished.
I usually just throw projectiles at people who dash dance passively until they fucking stop and start approaching. It works well.
