It was much worse than loosing a couple consuls and destroyers.
But even the legacies units didn't have all the options. of the top of my head I'm pretty sure fulmentarus used to be able to take autocannons or combimeltas instead of the missiles. They never got that
But the main complain about 3.0 is that all the HQs got gutted for no reason and if they have an entry on the liber it's really hard to believe that they are gonna have the same entry in the legacies pdf just to say that they actually have access to the officers weapons list or that they can take a bike or terminator armour
