HS is the worst because it's a fat lot of nothing in terms of story, setting, side characters, and Sora. It isn't actively bad like HaCha, which is fundamentally broken because of Blue and all the issues that directly stem from him, but it would be better if it was, because at least HaCha is something. Something is better than nothing, even if that something is taken bare handedly from the middle of the compost heap.
Kira and DP are pretty harmless, their issues aren't fundamental ones that HaCha and HS royally fucked up on.
