Legends is actually the one being RNG-involved since the stamps you gain after a certain amount of turns (while filling for the bars) are purely randomized.
There is no denying this is a gacha and certain SSR support cards are definitely stronger than others, but it's definitely within the realm of possibility to get a UC rank with the free SSR cards.
