I'm sure it's technically possible to install win 11 without secure boot, but ms doesn't try to force you to install win 11 if you don't have it on.
before I turned on secure boot a couple days ago, the only win 11 popups I saw were the occasional "please buy a new pc so you can use win 11" message, but now I have a permanent notification begging me to update to win 11 on my screen 24/7
