There's one problem with this imaginative scenario. After the 2019 coronavirus the public no longer trusts any information from the government and they are not willing to quarantine again. This reduces perceived threat, and that reduces reason and government ability to quarantine simultaneously. Movement control vanishes. They are more cunning than your reply implies. If they choose a contagion again it will be to actually depopulate unlike before, not a simple coronavirus flu used to restrict movement.
