I thought it was because he can bent space and time? Though admittedly, the reasons for these actions are unclear.
Perhaps he does something on that floor he doesn't anyone to find out, so he changed that specific floor by locally time travelling it to the far future.
Or, he wants to sabotage The Commission in any way. After all, they were created to put a limit on the amount of power a single person can hold, which means they might go for X.
Hell, both reasons can be combined together.
