if it uses the word velocity that's target speed. there are skills that increase acceleration, those are what make you actually faster (if you have target speed you haven't reached yet). a lot of the good ults that zoom you forward instantly are doing both of these at once, but the generic skills are usually just velocity which is why using them doesn't shoot you forward like Top Cun's ult.
