Because the P365 has nothing to do with the MHS trials or the subsequent contract signed for the M17 and M18 service pistol. When Beretta realized the design of the M9 could be improved by updating the locking block, they tried to get the military to accept the improved design. That updated locking block wasn't in the TDP, so the military continued to use the older inferior design for the entire service life of the M9. That was just for an updated part, not an entirely different pistol.
