Heh, reminds me a bit of "our" world in the Worm setting/saga. After establishing multiverses and how to travel between them this world apparently is the anomaly where spontaneous super powers (and thus the entire cape industry and its issues..) haven't sprung up. It's put into quarantine, both for it's own good and to not have half the population of all the other worlds trying to seek refuge in it.
