I kinda see why he set it in necropolis, humans have way more variations while most ghouls look alike in fallout 1. comparatively you'd have to make sprites for

>combat armor
>leather armor
>raiders
>vault armor
>robed children of the cathedral/master cultists
>power armor
And thats just humans, not counting the master's weird fuckass mutants or deathclaws and other tilesets.
