likely not. the difference with 2D is intentionality; every single pixel is placed by hand, which naturally lends itself well to artistry
even the way sprites work ensures that you'll only ever see them the way the artist wants you to. you can't spin the camera around and look up their nostrils or anything
of course good looking 3D models and environments can be made, but unless you're using hand-painted pixel art textures and then using vertex colors for lighting, it'll never be the same as pixel art (see: Vagrant Story as a good example)
