No, no they aren't.
In fact different goods have different laws and regulations. For example, plants require passports as part of a preventative measure against pests and disease but something like a graphics card wouldn't need something like that.
"Goods" isn't just one massive thing with a generic set of rules and regulations. It's all specific and copyright just so happens to be the one that covers video games and all entertainment media being the reason they're sold as licences.
