Pokemon isn't a game franchise. It's a marketing vehicle for the most prolifically successful merchandise franchise in human history.
The games aren't allowed to stay in the oven long enough to turn out well because they have to get the games out in order to ship the next wave of merch. The games are pennies by comparison.
