I wouldn't trust their builds either. They say their performance rating is based on calcs but calcs on themselves is a tricky business.
Rather than relying on their builds, I'd advice you to consider which relic sets are the most resin (tb energy) efficient to farm for you. Almost every character can use different sets and better substats sometimes outweigh the set bonus itself.
