They're doing it right now in Lyon. The mayor is of course a green commie, and his credo is to make the life of his fellow citizens, especially the car drivers, as miserable as possible. He doesn't care about all the small shops dying because of his stupid policies, he doesn't care about the fact that even the busses are struggling to be on time because a lot of bus ways have been transformed into bicycle ways, he doesn't care about the slower response time for police and firefighters, he only cares about turning the city into a nightmare.
