All healers are penalised with shitty self heals, (Except Adam lol). The point is to increase target prioritization to encourage teamwork.
Yes, two healers playing pattycake will survive a DPS ult but that's on you for not separating them, CC/score a pick first then ulting. At least you will keep them occupied for the duration of the ult to let your team wipe their front lines.
