if you care about skills there's literally a dozen other options for speed cards as time goes on (and even Tokai Teio SSR Speed has arguably better skills)
you're not slotting a 0* kitasan into your deck, period. you will borrow a lvl 50 one and uncap your own with welfare sunlight stones if f2p.
Kitasan's Gold Skill honestly sucks. It's a 30% speed boost for a whopping 1.8 seconds. A regular skill like Pace Chaser Straightaways is 15% for 3 seconds which is almost as much gained distance for half the cost.
Meanwhile Rushing Gale is a 40% ACCELERATION boost which is equivalent to having several hundred more power, and while losing velocity after 1.8 seconds makes you slower, once you've accelerated to your max speed, losing acceleration doesn't debuff you, you just want as much acceleration as fast as possible to reach top speed.
