The only reason he was sent after Sonic in the first place was because he was capable. If you beat the side missions Silver gets all kinds of accolades and beats armies of enemies but Ian and Evan never paid attention to any of that stuff and just wrote him as a dopey idiot because they thought his voice was stupid.
