There's no justifiable reason why they made her this clunky and bad. She should shoot once at base, and shoot one additional time for each amulet on your board. Up to 5 times is fair and balanced for the requirement compared to the shit other crafts get for doing nothing, and it would have actually made her more viable late. They could have made her Gold if they needed to justify actually making her close to a Sword tier card, and made Benison silver or bronze where it belongs.
