I've had reasonable luck with titan forge elf heads. Specifically the forest guard elf heads.
I've also used KetaMinies heads, but haven't been super impressed. Very wide selection of hair styles though if you can live with every head having the same facial expressions.
WGAs stuff might be something. I have a few of their stls but haven't tried them yet. Good elf heads for kitbashing is always nice to have
