I figured as much, its just a layover from Yugioh, where it is something we say. On a meta-level, it is technically not a cost, but is easier to say then activation procedure and resolved at the same time as the cost.

Now on another subtle note, are there any instances or effects that resolve where you can choose "targets" but do not specify as so. The only reason I bring this up is due to Hexproof preventing targeting. For this example, I will use the example of an opponent with just a Segarda in play.

Scenario 1: "Take control of target creature." would be an invalid target and would be unable to activate due to not being a legal target.

Scenario 2: "Take control of a target opponents creature." Would resolve due to targeting the player, and not the creature.

Scenario 3: "Take control of a creature." Now, I am unsure if Magic has any effects worded as such, but if such an effect did exist where the word "target" was not specified, it would resolve, as hexproof only stops the creature from being targeted outright. I only specify these semantics out of curiosity. I guess ultimately, are there any cards in this game that effecitvly "target," but do not use the word "target," as boardwipes kill hexproof creatures.
