I've worked office jobs where real productivity would be at 1-2 hours a day, the rest would just be coffee, mingling, and waiting for crunch time of the season to arrive to even justify working.
I've also done the blue collar version, which means you are not there to work off season, you are there to train 10-20 temp hires for 1-2 months, and then wait 5-6 months for it to happen again. And occasionally work a little, as work drizzles in off season.

But it makes me wonder what it looks like in a large corporate structure.
