They are often closer though? Like within the 20% range (that applies to carthetyia and camellya's weapon, lupa is less even with standard already, cantarella and phoebe with stringmaster, zani with roccia's, roccia is already that close with standard as well, same with carlotta). If anything ciaccona and maybe phrolova are the exception here?

They took 20% of the dmg% gain of the weapon at the same time they gave her 20% team dmg on mono fusion against elites. They could easily just have given that effect to the weapon to balance it out (and make it more valuable) and still make it worse for calcharo who can't use fusion dmg.
