Typically 90% alcohol by volume is used to kill pathogens quickly, but even something as little as 10% alcohol by volume can kill off pathogens over time. It's like how chicken is cooked to 165 to instantly kill pathogens, but you can kill all the pathogens by keeping it at 155 for 3 minutes instead leading to a juicier, tastier chicken.
