Hasbro certainly also played their part by introducing the entire Ninja Force line. Because they saw how popular Snake-Eyes and Storm Shadow were and now that Storm was a good guy they needed new badguy ninjas to fight. Which on paper isn't a terrible idea but they way overscaled it I think. They probably thought it was going to be their TMNT or something. Then nobody really cared about those new characters.
Why wouldn't you care about Dojo, though? Aren't all you kids dying to know all the lore about blue-shirt white-pants bald pony tail man and how he's connected to Storm Shadow?
