If we're making direct character comparisons, Ryuko's Panty for sure, and Satsuki is most like Kneesocks in particular. There isn't really much Stocking or Scanty in either of them.
On a tangentially related note I remembered that Panty and Ryuko both wear very similar jackets at certain points. Is it meant to be a nod to something else?
