I personally think that Shuji SHOULD be Char level, or at least his NT level should balance it out - as for Shiiko, she definitely should be Tenneth A Jung tier, as she cooked in what I presumed would be the Light-Type Guncannon throughout the GQ OYW and SURVIVED.
