because as a package they aren't good games. They're generally insanely lackluster as a single player experience both in content and substance -> fighting cpus. That leaves being carried by the multiplayer experience which you will hit a wall quick if you aren't putting significant time to grinding out stuff in the lab in a way that's totally foreign to most other multiplayer experiences. This is before getting into the wildly varying opinions of the mechanical stuff across each game. Then there's the gaming culture shift in general that fighting games never even attempted to catch up to beyond making inputs easier I guess. There is nothing close to a fighting game equivalent of squad queuing among other things that greatly enhance and facilitate multiplayer experiences. As a genre it just easily loses to other stuff
