To give an example, here is a chart I cast for New York City.
This is a Sunday, the planetary day of the Sun. The Sun is in the 1st decan of Virgo, and both the Sun and Virgo are culminating (the Sun is on the MC). You can see two important points in the chart that I have marked out - where it says "ASC" on the left at 20 degrees Scorpio, is the ascendant, which in real terms is the Eastern horizon where the Sun rises from. The MC is the highest point of elevation in the sky, right at the top and the centre of the sky. This should check off the requirements for the sun option of the first method, EXCEPT for the planetary hour - as you can see, the Sun planetary hour is from 14:06 until 15:13, and the Sun is culminating only briefly around 13:00. However, the quotation you posted asks only that Virgo is on the Midheaven (rather than the Sun, as it would typically be in astrological magic). So if we roll the chart to 14:10, Virgo would still be on the Midheaven (with the MC being at 21 degrees), and the ascendant would be 4 degrees of Sagittarius. The election window would end at 14:42 which is when the Midheaven passes into the sign of Libra. This adjusted version should, in theory, work, assuming that the "southern quarter" thing is in order. Speaking of which, have you read all the instructions in this book, or are you just scrolling through the spirit catalogues? Because, as I mentioned, in Skinner's forward there is the suggestion that Crowhurst develops his own concept of quarters, which you would presumably need to learn in order to use his system.
Make sure to double check also the planetary days and hours, and if they are linked to the planets as they normally would be, or to the spirits in the catalogues.
