There are many branches in astrology, so it is probably best to start with what you need and then branch out from there. For magic, electional and secondarily horary are more useful than natal. Keep in mind that magical rituals themselves can also have their own special electional rules. There's also mundane astrology.
As for the passage you posted, this is my interpretation:
You need the Sun in the first ten degrees of Virgo (Solar decan), and Venus in the second ten degrees. Mercury should preferably be in the last ten degrees of Virgo, but being anywhere in Virgo is also fine. (Keep in mind that the first ten degrees are 0-9'59'', then 10-19'59'', and 20-29'59'').
It is hard to comment on the days/hours because I don't know what the "observations" are; generally each planet rules 1 day of the week and the planets also rule different hours throughout the day, so this may be a multi-day ritual (?). The meaning of "Virgo on the midheaven" can vary depending on the source, but it most likely means that the MC (meridian midheaven) is in Virgo. Not sure what it means for the Sun to be in the Southern Quarter; since the Sun has to be in Virgo and Virgo has to be on the midheaven, its house position would have to be in the tenth house or adjacent, and its zodiacal position would be in, well, Virgo. I can't think of anything else that would determine the location of the Sun.

Placing the planet on the Midheaven also makes it very active and dynamic, and means it actually makes the great things it is able to do. The petition rituals (I assume those are petition rituals given the lack of context) are set during those electoins, so long as it is also the planetary day and planetary hour of the relevant planet (four options are given).
Once again, I am not sure what the Southern Quarter stuff means. But the rest seems relatively intuitive and obeys basic rules of astrology (dignity and angularity) and magic (planetary days and hours). My initial thought was that the decan conditions were all required simultaneously which would be an incredibly impractical and obscure way of doing things, and would be impossible for me to break down the logic of such a requirement.

What you said would indeed work with the Sun option for the first method, so long as the Sun is also culminating on the midheaven (MC). I am not sure how practical that would be, though - depending on the context or the method outlined in the rest of the book, there maybe a choice offered between using the planetary hour and planetary day; this would certainly be easier than using both AND an astrological election. In fact, I just looked it up and a part of Skinner's foreword to the book suggests that the author Crowhurst has attributed specific days and hours to the spirit themselves, not necessarily following the typical astrological magic model. The same paragraph also suggests that the "quarters" thing is likewise a concept introduced by Crowhurst.
I obviously haven't read the book, but at a glance it seems to me that the author tries to straddle the line between goetic magic and astrological magic, which personally I am not a huge fan of. Astrological magic typically works with intelligences and archangelic spirits, and Goetia with sublunary ones. Trying to mix these two does not sound right to me. I think if you are well versed in astrology, or have the necessary knowledge and tools for traditional Goetic magic, you may be better served picking one of the two instead of this, IMHO.

Because, as I mentioned, in Skinner's forward there is the suggestion that Crowhurst develops his own concept of quarters, which you would presumably need to learn in order to use his system.
Make sure to double check also the planetary days and hours, and if they are linked to the planets as they normally would be, or to the spirits in the catalogues.

I'd have to research if the fixed stars rule any trees, though. I have only seen that stuff for the planets. Working backwards, since Atzilut is across the abyss, it seems to say that once the Keter of Yetzirah is reached, you touch Malkuth of Atzilut, and therefore must have crossed the abyss in some sense. The first path to cross from Briah to Atzilut in the typical arrangement on the tree is 18, from Geburah to Binah. But if Keter of a lower world corresponds to Tiferet of a higher world, wouldn't it make more sense for the first path to cross the abyss to originate from Tifieret (on the typical tree)?

I did a Mercury petition ritual without making a talisman. I got results immediately, literally within a couple of hours. However, past the first couple of days, the effects were reduced to nothing. I think there are two reasons for this:
1. I chose the incorrect time. Due to my background in natal astrology, I overlooked the fact that Mercury was combust (because this wouldn't normally be a problem when Mercury is in Gemini, at least in natal astrology). When reviewing Warnock's list of conditions, I realised that this was a big no-no after the fact.
2. Judging from what some other people are saying, petition rituals work very quickly but are more suitable for a short, intense intervention. For long term effects, talismans seem to be preferred.

- Essential dignity and no debilities
- Angularity
- No bad aspects (applies to the Moon too, you also want the Moon to be aspecting the relevant planet)
- Correct planetary hour
Unpacking this can be a long story, but I'll try to do a lightning round. So for a Mercury talisman, we want Mercury to have a score of +4 points; domicile and exaltation are sufficient for this. However, you can also use triplicity + term (+3 and +2, pushing us to +5 total). So if you elect a night chart with Mercury in Aquarius, in the bound of Mercury, that would also in theory work for a Mercury talisman (though I think I will stick to domicile/exaltation). However even then you have to avoid debilities like combustion, very slow planetary speed, or retrogradation.

In the night chart Mercury talisman example we mentioned it would not even be possible to do the consecration at the Midheaven because Mercury's movement is locked to that of the Sun, so we would need to use the Ascendant only and even then we would need a good deal of luck to match Mercury's dignity, distance from the Sun, condition, aspects and alignment with the ASC to the correct planetary hour.
The South Node and the star Algol can also introduce debilities that invalidate an election. For example, when Venus gets to around 28 degrees Taurus in about a week or two, it would still have the dignity for an election, but it would be conjunct Algol. Which is a big no-no.
Maybe this sounds pretty complex, but if you study astrology it's not that bad. It's just a chore getting all the factors together at the same time.
Don't forget also to check out Agrippa for the correct materials, sigils and images to engrave.
You can also read Warnock's books directly for a better explanation of this. Try his two "secrets" books, and also his Celestial Priest book. Add De Imaginibus if you want to make house-based talismans (more complex, but personally I find it easier to elect them since they don't usually rely on planetary hours AFAIK).

There are various images described in Agrippa's text, for various purposes. You can also design your own, depending on the goal of the talisman.
I should also point out that we are relatively late into the Taurus Venus transit, so if you are looking for a Venus talisman, the election window in your location may have even passed already. In my city, there is just one election window during the whole transit.

A general rule that will be very useful: planets that are in their domicile or exaltation have very high quality energy, but the planets on the angles have the highest quantity of energy. Venus in Taurus means good quality love energy, but you need a lot of it too in order to make the talisman strong. If, instead, Venus is very far from the angles, and you have Saturn or Mars very close to the angles, that totally changes the predominating energy in the talisman.
If there is no good time window for a Venus talisman now, you could look for a Venus Libra election later this year. Or, you could try to loosen the requirements - for example, you can try to make a talisman set during Venus hour but with Venus on the DSC or IC instead of the ASC/MC. I don't think it makes any conceptual sense, but Warnock has made some of these, and maybe they work. You can test it out, if you are determined to make something now. But having the planet on an angle and using the right planetary hour are a must.
