He's a dragon, dragons have no possessions and live in a wasteland. Where else would he get the treasure other than from ponies and other creatures.
In mythology dragons are known to plunder gold, and treasure whats worse is they have no actual need of it they only have it out of pure greed.
So "stealing" from a Dragon is objectively a good thing. They're like billionaire's but even worse.
