The deltarune/undertale universe operates off of videogame law/physics. So in the distant past, the "game" was simpler, less graphics, etc. He can only talk there, since that far back there's no distinction between examination and talking, no difference in character voices. He can talk because the text box for him is no different from that of a rock, he has no distinct font or voice that far back, so he can just use the same one every thing else uses.
