Yes, you always have access to the full tech tree, but they have Neolithic faction tech level (as opposed to Industrial from any other start), meaning they get penalized research speed on any tech greater than Neolithic. Everything takes twice as long. Pic related, you'll see it on pretty much every research option except the first few.
